The Poland-Japan Foundation is pleased to announce the publication of a new paper by Philipp Buschmann, “Could Japanese Weapons Strengthen NATO’s Baltic Flank? Procurement Opportunities After Japan’s Export Policy Shift.” The paper explores how Japan’s April 2026 defense export reforms have created new opportunities for cooperation with NATO’s Baltic flank states, particularly in areas such as naval platforms, anti-ship missiles, sensors, and submarine technologies. While political and industrial constraints remain, the study argues that the most promising prospects lie in targeted procurement programs, industrial partnerships, and technology cooperation between Japan and Europe.
